Hi Chris,
This is not an accessory part it is OE for Export Market vehicles therefore there is no instruction sheet. From what I can tell its a prepainted Black hard tire cover. It does not say the size or if its compatible with the reverse camera.

I would like to think its theft proof but if its similar to the JK Hard tire covers mopar offered on its polar edition the loop at the bottom looks to be velcro and not solid.

looking for drivers side and drivers side rear lower wiring troughs. I removed mine on very code day the plastic clips that hold the plastic trim across the lower doors where the sill meets the carpet they broke so easy.
