Harbor Freight roof rack

I would use a roof rack something like once a year, so no point in dropping big bucks on one. I see HF has a Universal Roof Cross Bar set that supposedly clamps to roof rails (and is lockable) for under $60 with coupon. Has anyone given these a try? Any opinions?

This is a decent looking cheap rack if you have roof rails. I'm not ready for a RTT yet but it would be nice to have some extra travel storage and this is a cheap way to figure out what I need.
