Mine does also - but only if the mounting is supplied by the manufacturer. If my steel bumper doesn't come with the mounting plate it is going platelessMy state requires front license plate and mine arrived with a license plate holder from factory.

Thanks for the info. I'll make to sure to let my dealer know I don't want holes.They’ll mount it unless you ask them not to. (I asked them not to - didn’t want holes drilled, hence the fancy bracket I’m using, instead.)
