Driver side rear seat will not latch in place...

The seat goes down with no latch release and will not lock in the up position. Dealer stated they needed 2 hours of diagnostic to assess the situation, due to there being some beach sand on the floor so it could be debris and I have a bunch of mods... BS I know just seeing if anyone else had this issue that maybeI can fix, or clean it up and take to another dealer.

Oh I'm sure this is the issue, I can can even reach and pull the cable to release and it does nothing for the lock.
