Yes, you will need to install a winch plate in order to install any winch. The OEM steel bumper doesn’t include one. Yes, you’ll need to completely remove the bumper to install the plate and the winch.

To install any winch you’ll need to remove the skid plate and steel bumper. Mount the winch onto the winch plate. Mount the fairlead onto the bumper. Mount the winch/plate assembly between the bumper supports. Reinstall the bumper and skid plate, routing the free end of cable through the fairlead. Spool the cable onto the drum using some tension.

Have you installed the MOPAR winch kit? If not how can you be sure that the instructions are incorrect. It seems doable to leave the bump

No I haven’t. Different winch. I can’t picture any scenario where you’d leave the bumper attached when installing a winch, or that it would make it any easier. There’s only a few simple bolts that hold it on and complete removal gives total access to the areas you need to work in. But perhaps you’re right and the instructions are indeed correct and I’m wrong.

The instructions you listed are for a JK. Maybe those came with a winch plate already? Either way the stock JL steel bumper doesn't. Check out this video on an install:

~IF~ the steel bumper came with the MOPAR winch plate already installed, then yes, you could install the winch to winch plate without removing the bumper. However, you do have to remove the entire bumper to install the winch plate.
