I was looking to mount my plate under my bumper and found the bumper skid bolts are the same width apart as the license plate.
I went to the hardware store and found 2x5/8 Zinc coated corner braces. Drilled a pilot hole in the braces between the existing holes. Enlarged them with a step bit till the skid bolt went through. Bolted them on. Had some stainless ¼-20 hardware on the shelf holes lined up and bolted on the plate. After mounting I didn’t like the plate straight up and down. So I bent the brackets back on an angle that I liked. Cost around $5.00 with an extra set of brackets to do another one.
