Looks like a modern day slave cable. We used them back in the day to jump start our vehicles in the Army. No telling what they are using it for though.

What the hell is that wiring for sticking into the grille on the passenger side?
Okay, so it wasn't just me about the grill cable. Was there not a cleaner/better way to run the cable?
