I'm usually a smartass, but in this instance, I say buy a nice tire cover. You won't see the white stripe anymore and you'll save your spare from UV damage.

Got new tires on yesterday all around and the spare has this awful white paint on it. It's even down inside the tread! It didn't come off when I washed Jeep today.

90% rubbing alcohol and a scrub brush. That will also take the white numbers off that are printed on the sidewall.

I've been going round and round in circles over what to do about it.
New tires have stuff on them fairly often. They clean up nicely once you drive on them.

Why does it bother you so much?

or a SHARPIE MAGNUM

I use that on my tire sidewalls (for a different sport) to hide the brand names since they don't officially sponser me. Works great.

Hard to drive on the spare when it is mounted on the back!

Because it's on the spare tire and it's extremely obvious. Big white letters all the way around the whole tire.
