Air coming through passenger side when turned off

I'm not sure how to describe this problem. I started noticing a wooshing sound while driving. It seemed to tie in with my acceleration and speed. It sounds like it's coming from the passenger side defrost area. I completely turned off all AC and air, thinking it was something with the defrost vents, but I can still hear wooshing as I drive. If the Jeep stops moving, the sound stops. It's a very similar sound to the defroster blowing, but it wavers as I accelerate and deaccelerate.

I'm guessing it has something to do with a actuator or a vacuum line that controls the airflow to the different vents. Maybe something is stuck open. But it's a really annoying sound.

Any thoughts?
