For turbo 4 cylinders, the highest output seems to have been from the 2014 Mitsubishi Evo X FQ440 MR which made 440 HP. From the current models, Mercedes seems to be ahead with 416 HP in their 45 AMG series.

It's possible to get monster horsepower from any "small" engine, it's just not going to last very long. I remember GM had, for the Ecotec 2.2L engine, some crazy build book that promised 1000 HP out of that engine.
