Your taxes include witholding. It’s not what you “owe,” it’s what you owe + what you paid in witholding.

We recently ordered an electric Mini so I spent some time trying to figure out exactly what happens with the tax credit and I couldn't find a straight answer as to if you were even with your witholdings and then had the credit applied if you actually got a check or if the balance just went forward to the next year.

It was hard enough finding articles with proper wording to assume that author actually understood how tax witholding works. I did find one article that seemed to clearly say you wouldn't get a check, but our accountant thinks we would. We'll see in April I guess.
