I looked on mine thinking it was a bracket mounted upside down, but it wouldn't fit inside either way. My guess is it's an alignment bracket for the body drop to frame that was supposed to be removed.

No. The Sahara side steps mount on the pinch seam; on the exact same locations as the Rubicon/Willys rock rails.side steps bracket?
absolutely could have been taken in southeaat/east TexasLooking at those brackets reminds me of assembling shitty adjustable metal shelving. Might make a good starting point for a Texas style hunting rig.
Edit....I don't think this picture is taken in Texas. Looks too tropical.
Not to hijack the thread, but how are you jacking your Wrangler? The jack goes under the axle, not on the body or frame like unibody-type vehicles. Unless you mean jack-stands...My 2022 JLR has it too. I just did a tire rotation and it was right where a jack might go. I didnt use it, but it made sense.
