I looked on mine thinking it was a bracket mounted upside down, but it wouldn't fit inside either way. My guess is it's an alignment bracket for the body drop to frame that was supposed to be removed.

It's not on both sides because there is much more room on the driver side to jack. Not saying it is a jacking point but it does look like one because there isnt enough room to get a jack in there, near the passenger side wheel. There's plenty of room on the driver side. It didnt looky beefy enough to me, so I used the frame rail to jack for rotating tires.

Can anyone tell me what this is on a brand new 2022 Rubicon? Factory error or legit new part and reason? Located behind passenger front wheel in front of rock rail.

Looking at those brackets reminds me of assembling shitty adjustable metal shelving. Might make a good starting point for a Texas style hunting rig. ;)

Edit....I don't think this picture is taken in Texas. Looks too tropical.

side steps bracket?
No. The Sahara side steps mount on the pinch seam; on the exact same locations as the Rubicon/Willys rock rails.

How big are those holes? Could you get a small hook for a ratchet strap through them?

My ‘68 Mustang had brackets like this on from the factory and the dealer was supposed to remove when it arrived. On the mustang, they were intended as tie downs for shipping, but some dealers forgot to remove them. Not super rare, but not very common either.

My 2022 Rubicon doesn’t have them, but did not ship via rail. Maybe all the Jeeps that took a train ride had these bolted on to help secure them?

My 2022 JLR has it too. I just did a tire rotation and it was right where a jack might go. I didnt use it, but it made sense.
Not to hijack the thread, but how are you jacking your Wrangler? The jack goes under the axle, not on the body or frame like unibody-type vehicles. Unless you mean jack-stands...

Not to hijack the thread, but how are you jacking your Wrangler? The jack goes under the axle, not on the body or frame like unibody-type vehicles. Unless you mean jack-stands...
Not enough room on the right front axle tube for my floor jack.
