No, they just follow the speed limit.
Speed has nothing to do with a Class 2 weight limit of 3500 and 350 on the tongue and the euro spec towing of 2,500KG of around 5,500LBS, exceeding the limits of a class 2 hitch.

Sorry, I was too flippant. Short(ish) answer:

A few factors. (In general) European speed limit for passenger vehicles towing trailers and such is usually 80km/h, about 50mph, or maybe, maybe 100km/h, about 60mph. Smaller and more winding roads than the United States in general. And they are much more stringent in pulling people over for exceeding this.

American highways are often multi-lane and have long straights. The vast majority of us speed. Police rarely care about a speeding trailer/camper, unless blatantly dangerous. (Except for California, where a CHiP will pull you over for looking at the passing lane for too long, if you have a trailer)

So the tow limits we have here are based off of limits of a vehicle and trailer to accelerate, decelerate, and maintain control of a given weight at greater highway speeds, rather than purely the mechanical capacity of the equipment to get things moving without snapping in half.

So it doesn't matter if your jeep can physically tow the same 5,500lb caravan at 80KM/H as one in France without the hitch falling off. What matters to the DOT here is that it is not rated to tow that same 5,500lbs, accelerate to 80MPH up a graded on-ramp within a certain amount of time, then slam on its brakes going downhill and changing lanes, all "safely".
