I had the issue with mine. The capacitor was bad.

Based on that I would contact Jeep Cares, obviously this is a known problem, and considering this is a safety problem as well as something you could get a ticket for the Jeep dealer should not only replace your tailights for FREE but fix any problem water incursion may have caused!
