2 PSI discrepancy?

Dealer overfilled the tires. During the process of dialing in to 36 PSI, noticed my external tire gauges read 2 PSI higher than the TPMS. Is this a thing? Which pressure gauge should I go by? External or internal gauge?

I'd get a quality digital tire pressure gauge and go by that.

You said " external tire gauges" if you have more than one, and they agree with each other, go by them. To be honest 2PSI isn't much and you could easily see that much change between a warmer and colder day.

2 psi is nothing, at least on a Jeep. You can get probably 4 different readings with internal and 3 different gauges. If you want to fill by the most accurate get a good digital gauge (I forget the brand I used for some AX where you need it perfect) but they are about $60 on Amazon. Other wise a $4 old fashion gauge is just fine.
