wheel speed sensor

I'm having abs wheel speed problems. I have replaced the sensor and wheel hub assembly. OBD JScan shows a LF wheel speed of 0 and wheel impulses indicate FF. I have checked the wiring and conectors, all are OK. The harness does have a y split that goes to a sensor on the left side axal tube...
