Had the same thing happen on my '19 when I bought it used, it's not a whole steering wheel replacement.
The dealership replaced an "electronic control module" that is inside the steering wheel assembly.

I think the tax offset is used to justify the lower value to the consumer, but it's actually lower because a dealership has a lot of overhead to run profitably and they need to make sure they leave room to flip the car with enough profit margin.
