  2. Pretension synthetic rope in neutral but wheels were locked/braked

    I just pretensioned my first winch's synthetic rope in a parking lot in neutral and when I was done I realized the tires had not been moving (the rear ones anyway). So what was going on? Why are the wheels locked in neutral and can I override it. Was it hiil-brake lock?
