Yes, at least for the Sahara, Rubicon and derivative models to the best of my knowledge; although not nearly as brightly as when a door is opened (i.e. courtesy lighting).

If you really only have two wires feeding the led modules in the foot-wells, that's likely the biggest problem; as the modules which support ambient foot-well lighting won't work without a three wire harness (as pictured by another poster earlier in this thread, to the best of my knowledge).
I'd say look up your build sheet with your VIN in this forum, verify it lists "Ambient LED Interior Lighting" under Standard Equipment; and that you've checked when the car and the lights are on, and its dark enough to tell. Regarding the rest, there's also small leds just above the door...
You could bring it to your dealer and have them check, or you could first unbolt it yourself (7mm) and check the part number; if it ends with a 12ab it's the wrong one, if it ends with 13ab, it's the correct one but may be broken.
If you've got 3 wires connected to the passenger side module, it should work if the correct module was installed (I can't imagine why the factory would intentionally disable passenger side ambient lighting, unless they ran out of the correct module during production and didn't want to hold up...
My understanding is that the Sahara and Rubicon models uniquely support footwell ambiant lighting in addition to footwell courtesy lighing (active when doors are opened). The left brightness adjustment wheel allows the ambient lighting in both the doors and footwell if present, to be adjusted...
In Conclusion: The incorrect module was in fact installed during production, it was swapped out with the correct one noted above, and everything now works as expected.
To the best of my understanding (although may be wrong), the sport wiring harness only supplies two wires (courtesy power, and ground), vs the three (ambient power, courtesy power, and ground) required by the modules which support both ambient and courtesy foot-well lighting.
But things change...
The door-open courtesy lighting (which turns off when the door is closed) works fine on both sides, but ambient lighting (controlled by the left wheel when the headlights are turned on), doesn't work on the passenger side because the wrong led lighting module was installed, as noted above...
Just checking, as I was surprised to discover my 2021 JLUR produced in late January didn't have passenger side ambient lighting, as the LED module installed by the factory PN: 68346812AB (which only supports door-open courtesy lighting, but not ambient lighting) is the one meant for the Sport...
