I have this issue with my YJ. I noticed that sometimes you need to push the nozzle in for it to go. I heard that there's an extra actuator that needs to be pushed in for it to start pumping. Maybe try that?
Yeah, those bolts that hold the hinges on have to drive into something. I presume there's a jiggly plate on the back of the door with threads or a nut welded.
