I still suspect what we're seeing in that photo is the cutout on the winch bumper itself, being too small and "sticking out" into the larger opening framed by the fairlead.
Tell you what - if I'm wrong, on some future occasion when I'm down there in SoCal and we get a chance to wheel together...
It's not the edge of the winch bumper? If so, that's crazy. Sure looks like we're looking through the fairlead and seeing the slot in the bumper to me. But you're there looking at it in person, not me.

This setup is no good. You can see the sharp edge running around the perimeter inside the fairlead. The hawse fairlead opening must be *smaller* than the opening it is protecting, not larger. This is almost the same as not having a fairlead at all.
I'm mystified by what you then use as the primary support? Ramps? That would be OK for an oil change, but not very helpful when working on tire rotations, suspension, or brakes.
If not ramps or jack stands, then what?
That's a pretty nice weather seal gutter on your garage door. Rather than defeat it to run a cable, maybe cut a hole in the wall and install a tiny pet door that you can pass the cable through?

If you "lock" the jeep, the alarm will go off if they're opened in this way. That plus leaving the torx bolts in place, plus the hassle of unplugging the cable ought to be enough to deter casual thieves, no?
