Didn't see this in time to help you, but there are two Jeep Badge of Honor trails around Tillamook. Cedar Tree 13 and Firebreak 5. I haven't had a chance to try either of them yet, but Trails Offroad shows a number of trails that might be interesting in the area.
But if you do all the mods yourself, just think of how much you're saving in labor costs! You can tell the spouse you'd be a fool not to get that lift kit, winch, new bumper, sliders, etc and install it yourself. It would be like throwing money away, I tell you, a waste!
I've seen this before. It's specifically about actual chains made of metal links.
"Snow chains" that are based on cables are fine.
They're just worried about a link breaking and getting the chains wrapped around the axle or suspension components or flapping around thrashing the body-work.

The backbone isn't needed to run the Thule. I've seen others post on here using the gutter mounts. I get paranoid about hanging anything off the fiberglass, though, so with the backbone I'm less worried if fully loaded on the highway with heavy crosswinds.
In terms of necessities for modifications etc for what you describe, there's no need to change a thing. I've done cross country road trips (JLUR) with the wife, 2 kids, and a dog, and all I "needed" for that was a Thule cargo box on top with a roof rack (I chose the Rhino Rack backbone system)...
