The timing slow response and the stuck in lift position code are still there. I may have found a fix for the codes my buddy believes are keeping it from doing the relearn. I will find out later today. Looks like a plug issue.
Finally found someone that has an ODB scanner that can do the relearn on a Chrysler and due to it having other codes it could not complete the relearn process. Going to attempt to fix the other issues then try again

Went out and got a better OBD2 scanner. See pics attached. Cam2 both sides run at -2ish. Cam 1 one side at-2 the other at -5. Looks like it might be out of time by a tooth? Any other ideas why it would off. 1 cam is new and the other is old on the CAM1 side. Would that cause it to be off?
Lifter and fuel injector tick sound very similar. Get a stethoscope and you’ll be able to hear where it’s coming from since they are right next to each other. I’m guessing fuel injector.
Monitored the oil pressure all week. At idle it was always around 30. 28 was the lowest and 33 was the highest. No change when I lost power
