Front tires wear differently from rear tires, if you always rotate in a circle, clockwise or counter, you'll be leaving one tire as a front for 10K miles every time, it can lead to uneven wear on that tire

Yes, all the rubicons are 4:1 low, but some of them (392s I think) have "full-time" 4wd (4H auto) so there's extra clutches in the transfer case and uses a slightly different shift pattern on the transfer case
