I don't know if this has been mentioned but my mpg didn't really level out until around 2000 miles. After that I get close'ish to the 23/25 promise. Faster than 65 highway speeds it degrades to around 23 but outside of any crazy hills or awful traffic for hours I'm getting close to the promise...
