Yes, but the waves are less frequent than other areas in NY. The NYC/LI area has so many Mall Crawler Wranglers on the road, very few wave. Go upstate or out of state where there are fewer on the road, I get a wave back almost 100% of the time. At least that's my experience.

Love my JL as a DD. However, on a long trip, 4 hours is about all my back can take without a break, I wish the seats were just a tad better. Then again, at 64 years of age, my back does best in a recliner!
Yes, LED's ice up, there's plenty of info on previous threads. Buy a set of halogen aux lights and mount on the front, or get LED's with heaters. 75%+ of my driving is in conditions without snow, so I'll take the better night driving with LED's and put up with the times when it's snowing.
I've had major issues in the North East with buildup. Either get heated headlights, or install a pair of halogen type aux lights that will melt snow in heavy weather.
IMHO, there is no difference. The JL's have wind noise coming from the passenger side A pillar that will drown anything else out.
