Update: Replaced pulley as seen in other threads. No change. Back to shop today. Mechanic suspects water pump, but randomly replacing parts could get expensive. I will ask if they ran it without the belt, but I suspect they misunderstood WHEN it whines.

Thanks, I did discover today it does it anytime I am accelerating. With the wind noise, it's harder to hear in the cabin.
