we use hand held vhf/uhf. Mine is a rugged radio (on sale right now for about $65). if you search boefeng on amazon they are the exact same thing for around $40. At that price it might be worth having a hand held CB and a vhf/uhf radio just in case. We usually get about a mile or 2 of range...
I am not sure what it sounds like, I dont have the active noise canceling amplifier. I would imagine its like that whine from a bad ground on an old radio. Take it in with the TSB number. have it re flashed and see what happens. its a quick and easy fix to try.
Coupled with the freesing and unresponsive radio i would venture to say it needs a reflash. Theres also a TSB for the radio for the issues you described. Hopefully a trip to the dealer and some updates will cure it. Let me know, im curios if it does!

Yes, 1 cut on the passenger side. none on the driver side. actually a really easy install. We used a cutting wheel. Not hard at all. I did them in a buddies garage in about 2 hours start to finish, including unloading groceries from his wife's car lol.

ridiculous, they get paid to re-flash it under warranty. thankfully the company i work for has an All Data subscription so i can look at this stuff. I dont see anything related to your issue in the HVAC in the TSB's.

I had the same issue with my 7 inch. Took it to the dealer and there was a TSB for this issue and a software update for the radio. Update solved the issue.
Any difference for you between port 1 on the dash and port 2 in the console? Mine works perfectly fine in port 1, which leads me to believe it's not a software issue. On another note I have a USB voltage tester (I'm an IT guy) and port 1 has 5.01 volts while port 2 has 4.7. Maybe its a voltage...
