No they aren’t. They adjust up and down so I set them low enough to insure they don’t interfere with oncoming traffic. Never had a problem from other drivers or law enforcement
Sahara. The only diff is the metal bracket has holes in slightly different spots. Can be drilled or just get new brackets from Baja if you need the Rubicon. The Rock Hard bumper I bought recommended the Sahara brackets for their bumper

Winch fit without any modifications. I still have the stock suspension and I've not noted any sag in the front end. The Aluminum bumper is almost exactly the same weight as the stock plastic one I removed so really you're only added the weight of the winch, shackles and ultrahook. No changes...
I'll let the manufacturer, RockHard 4X4, answer that one. What I'll say is either will hold up better than the plastic one I replaced and I went with Aluminum because of concerns about excess weight in the front end compromising handling.
