Yep - outside. You are trying to prevent the wind from hitting that seal.

Take painters tape and apply around the edge of the glass where it meets the frame - essentially you want to cover the rubber seal. Once you've covered the gap, take it for a spin, make sure you get up to highway speed. If the noise is gone its a fitment issue, meaning the glass is not seated...

New windshield completely resolved the whistle issue. Local glass company did the install. All good now.
