To the best of my knowledge NH doesn’t require mud flaps… the requirement is the that your tire be full covered as in it doesn’t stick out past the fender… so like in the pic below is a no pass NH DOT annual safety inspection

Quick update… I tried my beadlock wheels today… no rubbing on steering components or inner fenders as anticipated, but at full squash they rub the outer part of the fenders pretty hard…
The best looking aftermarket flat fenders I’ve seen are no wider than the stock plastic ones.
