Ok - I've dug pretty deep on this for my Superduty's. The legal answer might be no, or maybe yes. Most people don't understand towing and weight ratings and considerations that come into play. Here's a recap:

My stock 23 JLUR tailgate squeaked to high hell once I mounted 35x12.5's on Black Rhino wheels (tires touched stock bumpers tight). Installed the Teraflex Alpha HD setup and no more squeaks and rattles.
Based on my experience I wouldn't call the factory setup capable of 35's....
I'd run the minimal (or no) lift needed for no rub. If you're not rubbing it looks great. If you do rub with articulation, you can just split the inner fenders and put in some Cav Fab liners or similar.
Do it once, do it right. I'd vote that you run what you got until you can save up the difference for #2. Buy some premium AAA coverage for peace of mind while you scrimp and save.
99% chance you'll get buyer's remorse every time you see a Rubicon. You'll also end up spending the same money upgrading components without the factory switchgear.
Cancel your order and get the Rubicon.
I currently have a mostly stock (except Black Rhino wheels and 35x12's) 2023 JLUR with the 3.6 etorque. I don't do any rock bashing, mainly forest roads which I'd like to be able to run at slightly higher speeds (spoiled by my side by side). My goal is a quality hunting (semi-overlanding) rig...
Unfortunately I have to report that I started getting failures and went back to main dash panel. :no: I had most issues while running Google Maps (it would freeze and require unplugging/replugging/power cycle). Even tried the OEM iPhone cable with the adapter and no luck.

After 2 days driving a whole bunch, it has glitched out once. Just required unplugging and re-plugging. High enough success rate even if this continues...
They are an option on the Xtreme Recon package, which includes a "beefed up/HD" front axle. I forget where I read the specifics, but search around and you'll see different part numbers for the XR vs. regular Rubicon.
35" tires are not a factory option on any non-Xtreme Recon Jeep.
I remember all of that marketing coming from Youtubers and the media - I don't think you'll see anything from FCA/Stellantis telling people it's OK to run 35's on a stock Rubicon.
It's obviously designed with that inevitability in mind, but I don't think the lawyers let them put it in writing...
I'm not implying that the sun wears down the tread. It's UV radiation that bakes tires and contributes to them dry rotting. Depends on where you live but in the desert southwest the sun really does a number on cars...
Well if you drive your vehicle often, most of us wear tires out before their 5 year rated lifespan. If you replace your tires, many of us leave a well worn tire on the spare to save $400 and only purchase 4 new tires.
So yes, all tires should be covered or stored indoors if you're planning to...
