Want to use the towing package (and full factory LED package) 4 pin connector to add a light bar of some sort to a bike rack. Does that light bar - or separate lights for that matter - have to be LED or can it be incandescent (1157)?
Just a swag from me, but spacers are generally used to address clearance and/or looks - and I assume more for looks and matching the front.
I have never heard of adding spacers to address clearance issues in the rear assuming, that with 12.5" width 37", you have reasonable BS/offset...
As you probably know, as long as you are using stock wheels then how much of the stock stud that can protrude is based on how deep the pocket is in your stock wheel. And no touchies at all.
I assume the stock stud length is the same on all JL models at 1.67 inch or 42.5mm...
Bora is a quality spacer and they have a 1” for the JL in addition to 1.25, 1.50, and 1.75
I had emailed them and they were uncertain if the 1” would would fit the stock JL wheel reliefs. The 1.25 spacers do work with the stock wheel reliefs.

My hunch is that it will not line up with the stock rear fender flares, but there may be hope. Stay with me for a paragraph or more.

For the creative geniuses in this thread do you think it's possible (and how) to affix these Rubicon end-cap parts to a stock Sahara rear bumper to align with Rubi fender flares?

You need the liners. Your rear bumper will not align with the Rubi flares, but it will fit. You will also need the plastics rivets and tool to mate The liners to the fender. Probably will need some white body clips. And maybe some band aids.
I probably missed this in the posted 2020 order guide where the High Altitude debuted, but in the 2021 order guide just posted order code DME is 3.73 gearing as part of the HA package including the wider front and rear axles as mentioned above.
