This is not true. If your tax liability is over $7500, then you get the full benefit. If you only owe $4000 in federal tax, then the benefit of the credit is $4000. If you owe nothing, the credit does nothing.
It doesn't get 50 mpg (or 49). It gets the gasoline equivalent of 49 mpg while running in electric only mode.
So, for that 21 miles, the rate of energy you use is equivalent to a gas engine that gets 49 mpg. It's relatively inefficient as an electric vehicle.

Obviously that depends on how much you charge it. But you should be able to check your electric bill and see how much each kilowatt hour costs you. The 4xe should take 15-16 kilowatt hours to charge from empty.
