Oracal 651 is used a lot, but is one of the more unforgiving vinyls available for automotive use. Especially when selling to a customer with little to no experience installing the decal themselves.its cheap though, so it is what most shops send out.

Agreed, if 751 and 951 were more reasonably priced, it would be a no brainer to use those instead, but at 2X the cost or more, most consumers won't pay enough for a decal to make it possible.
