If you have either an iPhone or iPad, there is an Apple App called Clips that lets you take video or photos and place different filters on them (more options than you have available in Photos). If you’re on Android, I’m sure there is something comparable to it but I’m not sure what.

I tend to gravitate to three filters when using Clips: Comic Book, Comic Mono, and Ink with Ink being the filter I used on that photo. Really nothing to it other than playing with lighting and framing the shot you want.
