Thanks for this info guys. I am looking to install a Rigid 20 inch light bar that is listed at 15.29 amps. I am assuming it will be safe to wire to one of the 15 amp wires even though it will be maxed out. Probably to stop people from using all auxiliary switches with just one ground wire. That ground would have to be fairly large.I'm still trying to figure why they don't include a grounding wire in with the bundle. I did find a lone wire under the dash that could be for grounding.

This is not a good place for a ground. With so much aluminum used in JL, you should use factory ground points only, to avoid galvanic corrosion at unexpected places.
