I have a 2018 Wrangler JLU Sahara with a factory plastic bumper, looking for a winch mount that will work with the badlands series 9000 pound winch. If you have any information that will help with this, please let me know. Links are greatly appreciated...

I don't think it exists for plastic bumpers. You'll have to upgrade to a steel bumper. Most come with a built in winch plate or you'll have to buy it separately.

any suggestions for an inexpensive one that I can use that will utilize my factory fog lights?

Most Winches have a pretty standard mounting layout. Here is a mounting plate that should work with the Sahara plasfic bumper.

https://www.rockhard4x4.com/product_p/rh-90205.htm

You could always email or call Rockhard 4x4 to confirm.

Also, Harbor Freight just released a new 12,000lb, IP68 rated winch for $599 that has a Synthetic line and wireless controller:

It’s a compromise isn’t it....because you can’t sensibly mount the fairlead to a plastic bumper they’ve had to lift the winch above it. Also I’d prefer the winch to be mounted more in line with the front end of the frame...like this

Above bumper winch mounting can certainly block off part of the airflow to the radiator. However, they do often provide the benefit of keeping the winch above mud and water, and also making it easier to see the line spool. Not to mention the weight savings of not needing an aftermarket bumper. Many well known Overlanders around the world use this type of winch mounting location without issue, such as Venture4wd and 4xOverland. I suppose if cooling ever became an issue, a grill from a JT could be always used for additional airflow. I think I'd prefer to go with an aftermarket aluminum, light weight bumper, that mounts the winch between the frame rails and provides a somewhat lower center of gravity.
