Trying to get the fog lights out of stock bumper

I've had a aftermarket bumper forever but never got around to swapping the fog lights.

The stock bumper is in my driveway. I have the back covers removed on either side which cover the fog lights, then took off the 2 galvanized bolts. Something is still holding the plastic bumper cover to the steel (which I have to separate to get the wire harness out)

What am I missing?

Can you show me a picture of what you’ve done so far? There is 22bolts and 8 nuts to remove.
I just figured it out. The reason the plastic bumper wont separate from the steel backing is the tow hooks. The tow hooks are held in place by the 4 (8) bolts that bolt the bumper to the frame. To separate the tow hooks from the steel back, you have cut these tiny thin washer nuts. Once those are gone it comes all apart.

There are 8 retaining washers that are a pain to get off.

Are you able to get the wiring harness out after that or not? I've read no, but I don't know.

Yes. Once the steel backer is removed, you have easy access to the christmas tree fasteners.

The wife took ours out, she just cut the plastic clips that hold the wiring harness and pushed them in. Then pulled it out of the square hole under the fog light mount.
That seems more complicated, somehow.

The fog light wiring harness pops right out with a fastener remover. It's just fastened to the bumper in like 4-6 spots I can't remember.
