NYS is only about 5.4% effective, NYC is an additional 3.5%.

NYC deals with money on a scale similar to some countries. It's kind of frightening really. Heck, the NYPD could probably occupy, conquer, and overthrow the governments of several small countries.
Per that link, the total debt outstanding is around $120B.
