You got it, buddy! The lock washers are meant to act like spacers to prevent contact between the tie rod clamp and stabilizer mount. With loctite on the threads, I used a single flat washer to clear mine. The split washer just wanted to open up.

Glad you found the problem.
I assume it was the bolt that holds the stabilzer to the bar.

FWIW, I do not trust lock washers.
Research has shown that they really don't work, as shown in the links below.

The proper use of loctite does help.
Another option is safety wire.
